First, let’s understand what ANPAL is.

ANPAL stands for National Agency for Active Labor Policies, an Italian governmental agency for developing employment across the Italian territory, especially through the dissemination of specialized courses to acquire new skills.

Therefore, it is aimed at:

Youth

Developing training courses for the youngest and inexperienced, dealing with career guidance, providing concrete help with job searching, and numerous incentives for hiring new youth employment.

NATIONAL OPERATIVE PROGRAM ACTIVE EMPLOYMENT POLICY SYSTEMS PON SPAO – NEW SKILLS FUND – FNC

The PON – SPAO is the National Operational Program of Active Employment Policy Systems, linked to European employment and labor market funding of the National Reform Program (PNR)

The interventions of the FNC, New Skills Fund, are non-repayable contributions reserved for employers who reduce their employees’ working hours to allow time, paid, for the employee to attend training courses and acquire new skills, especially in the digital world.

The FNC is a financial tool necessary to reimburse the cost, including social security and welfare contributions, of the working hours reduced, dedicated by the employee to training courses for the development of new skills.

The New Skills Fund was established by Article 88 of the decree-law of May 19, 2020, No. 34 converted with law July 17, 2020, No.77, as amended by Article 4 of the decree-law August 14, 2020 No.104, converted with 4 amendments by the law October 13, 2020, No. 126 and regulated by the Decree of the Minister of Labor and Social Policies in concert with the Minister of Economy and Finance of 09.10.2020 following the COVID 19 pandemic emergency that has affected the entire inhabited earth.

How are these non-repayable loans provided?

There are 2 possibilities:

  1. in two installments: an advance of 40% and then the balance.
  2. in a single installment at balance.

It is therefore possible to request an advance of 40% of the sums, (previously it was 70%, but then the percentage was reduced), by presenting a surety guarantee issued by a Bank or an Insurance Company authorized to issue Guarantees and Bonds, Branch 15 of the IVASS.

ANPAL Decree No. 461 of 04.11.2020 is very clear in this respect:

“The possibility to request as an advance the disbursement of 40% (forty percent) of the granted contribution, upon presentation of an irrevocable, unconditional bank guarantee or insurance surety bondexecutable on first demand, in the amount of the advance and with a duration of twenty-four months, to guarantee the potential request for repayment of the same amount.

The guarantee, drafted according to the template published on the ANPAL website, may be issued by entities that alternatively meet the subjective requirements set forth in Article 1 of Law June 10, 1982, No. 348 or Article 107 of Legislative Decree September 1, 1993, No.385 385: 1) if a Bank, to be registered in the Register at the Bank of Italy; 2) if an Insurance Company, to be listed in the register of companies authorized to operate in the surety branch at IVASS; 3) if a Financial Company, to be listed in the special register pursuant to Article 107 of Legislative Decree No. 385/1993 at the Bank of Italy.

The bank guarantee or insurance surety bond must be submitted within 60 days from the date of actual admission to the contribution, by uploading the document on the information system. In the absence of uploading within the aforementioned term, the entire amount of the contribution will be disbursed in a single solution at balance.”

How is the balance disbursed?

Once the final recognized amount is determined, INPS, upon request from ANPAL, disburses the balance.

  • Latest filed balance sheet 2021, including attachments and presentation receipt and provisional situation for the year 2022;
  • Recent Chamber of Commerce registration not older than 3 months and the administrator’s document;
  • Identity card and single model of all partners who are co-obligors;
  • Decree of concession or award of the contribution;
  • Updated DURC;
  • Signed privacy document.
