Is your company specialized in extracting raw materials from quarries of clay, limestone, gypsum, sand, or gravel?
If you intend to start excavation work in your region (and beyond), you will need an Insurance Surety.
According to the 2014 Annual Report by Legambiente, there are approximately 5,592 active quarries in Italy.
Research shows that an Italian consumes an average of 432 kilograms of cement, compared to the European average of 314 kilograms. Indeed, the crisis seems to have only slightly touched this sector, the profits leave no room for doubt: one billion euros in revenue, 80 million cubic meters of sand and gravel, 31.6 million cubic meters of limestone and as much as 8.6 million cubic meters of ornamental stones extracted in 2012 alone.
It is easy to deduce the high number of companies involved in this activity.

Why do I need an insurance surety?
This is required by the relevant public authority for the company and is essential to obtain authorization to work in the quarry.
It also guarantees compliance with obligations, as required by regulations, to enhance and requalify the territory in which companies will operate and, not least importantly, the surety also ensures the quantity and quality of the extractable minerals.
It should be noted that concessions are issued by the Regions, which have their own legislation in this area. However, everything related to the requalification of the quarry refers to European directives. European environmental laws should not be taken lightly; failing to comply with them could cause serious problems for your company.
The company applying for this concession, besides the surety, must also submit certain documents:
- Declaration of commencement of work.
- Health and safety document and must finally comply with the aforementioned European environmental standards.
The public administration then requires a second surety to ensure the restoration of the quarry where extraction works are carried out; the policy must be presented at the regional offices at the time of signing the concession and lasts as long as the concession itself.
At the end of the works, the public administration will request the total amount for damages caused if the company does not comply with the norms dictated by the European Community regarding the protection and requalification of the territory.
Essentially, there are two sureties that the Region will ask your company for. . The first is necessary for the release of the authorization essential to start your extraction work in the quarry. The second ensures that the public administration has the site revalorized once the works are completed, thus avoiding environmental damage.

CAVE – Cultivation and Safeguarding of Deposits
The Region plays a crucial role in the management of quarries, especially when these are located in protected areas or nearby.
1. Authorization and Management Procedures for Quarries:
- Authorization and Concession: The process in which the interested party requests permission for the cultivation of a deposit or the exercise of extraction activities.
- Renewal of Authorization: This procedure allows the continuation of the extraction activity as per the approved project.
- Modification of Authorization: If there is a need to make changes to the approved project, this is the appropriate procedure. However, it does not cover minor modifications or expansions.
- Expansion of Authorization: Through this, cultivation can be extended to new adjacent areas.
- Extension of Authorization: Ideal for those who wish to extend the duration of the authorization.
- Minor Modification: Specific for ornamental rock quarries, it allows minor adjustments to the project.
- Sub-entry to Authorization: This procedure allows the transfer of authorization or concession from one holder to another without changes.
2. Classification of Quarries Based on Extracted Materials:
- Sector of Inert Materials: This includes concrete inerts, bituminous conglomerates, and other materials for fillings and sub-bases.
- Sector of Materials for Industrial Uses: This category covers ornamental stones.
- Sector of Materials for Ornamental Uses: This includes materials intended for industrial use.
With the right understanding of procedures and classifications, the management of quarries becomes clearer and more structured, ensuring the protection and safeguarding of the region’s precious deposits.
